The half-timber on a Bronxville or Scarsdale Tudor is the house. Cladding over it in insulation board removes the feature entirely, and in towns with architectural review it will not get approved either.
Colonials, split levels and ranches from the 1950s through the 1970s are typically under-insulated and carry no exterior detail worth protecting. That is where this pays for itself.

The system has to stop clear of finished ground level, and on a suburban lot that usually means beds, mulch and irrigation heads sitting exactly where the base needs to terminate. Those get moved before the wall is closed, not after.
Board, base coat and finish go on, and the base termination is left with a clear gap. On a Westchester lot that means telling you where planting can go back and where it cannot, because burying the bottom of the system undoes it.
The system is the same wherever it goes. What changes in Westchester is everything around it. There is no single building department to file with, so the process depends on which town you are in. There is no citywide facade program driving the work, so the reason for doing it is usually heating cost rather than compliance. And the houses are low and detached, so access is straightforward and the height restrictions that shape this work in the city do not come into it. That combination makes Westchester one of the more straightforward places we install this.

We would not do it. The half-timber on a Westchester Tudor is the defining feature, and insulation board covers it completely. Beyond the appearance, towns with architectural review are unlikely to approve it. If the aim is insulation on a Tudor, the answer is interior work or a roof and window upgrade instead.
Yes, and these are the houses it suits best in this county. Postwar stock is typically under-insulated, the wall surfaces are large and plain, and there is no exterior detail that has to be preserved. On a house like that EIFS adds continuous insulation without changing anything worth keeping.
It depends on the house and the street. On a plain postwar colonial, a well-installed system with lower heating bills reads as an upgrade. On a period house it reads as something covered up, and buyers ask why. Some buyers also associate older EIFS siding with moisture problems, so documentation of a drained system helps.
Not below roughly forty degrees Fahrenheit without protection, because the base and finish coats need temperature to cure. Winter work needs heated enclosures, which adds cost. Your town approval can happen over the winter though, so booking then usually means starting earlier in spring.
