No, and this is the most common misdiagnosis we see in Queens. A veneer wall is a single brick skin hung off wood framing, with an air gap and metal ties behind it. When it fails, the cause is usually corroded ties, failed flashing or blocked weep holes letting water sit in the cavity. Repointing the face does not touch any of that. The repair has to start behind the brick.
Usually not for a straight replacement in the same footprint, though sidewalk work at the curb line is a separate matter and does fall under city rules. Anything structural, or anything that changes grade or drainage, is more likely to need a filing. We check before quoting so there are no surprises after the concrete is poured.
