Structural work, retaining walls above a certain height and anything affecting drainage usually need a permit. Repointing an existing wall or rebuilding a chimney in place often does not. Yes, and it is a large share of what we do here. Stone repointing is not the same job as brick. Joints are irregular, the mortar has to be softer than the stone, and the color and profile of the pointing changes how the wall reads once it is finished. Dry-laid walls are different again and are rebuilt rather than pointed.
Usually the wall is the symptom. Retaining walls lean when water builds up behind them, which happens when drainage fails or was never installed. A wall that has moved a little can often be reset and properly drained. One that has rotated or bulged badly is normally rebuilt with drainage behind it, because repairing it without fixing the cause just buys a few seasons.
