Stucco removal and replacement is two decisions, and the second one should wait for the first. The old coating gets tested, the wall is stripped, and only then is it clear what can go back on and what the replacement should be.
Older stucco, and some of the textured finishes applied over it, can contain asbestos. In New York City a DEP-certified asbestos investigator has to survey the materials first, and the Department of Buildings will not issue a work permit until the resulting assessment, the ACP-5, has been filed. Breaking a coating before that is the one mistake here that cannot be walked back.

Nobody knows exactly what sits behind a stucco wall until the stucco is off, and what turns up there, whether brick, block or framing, sound or not, decides what the replacement can be. Four things that are true of every strip, whatever the building.
Asbestos turns up in some older stucco and in textured finishes applied over it. On a New York job the ACP-5 assessment is filed before anything is broken, because once the material is disturbed the chance to handle it correctly has gone.
Until the stucco is off nobody can see the substrate. Removal is the moment the real condition of the wall becomes known, which is why a stucco replacement quote made before it is always partly a guess.
Solid brick, concrete block and wood framing each take different systems. What is found, and how sound it is, narrows the options faster than any preference about finish or cost.
Flashing, damaged masonry and anything else behind the finish can be dealt with properly while nothing covers it. Once the new system is on, that access is gone for the life of the wall.

Masonry repairs, flashing and anything else the strip exposes are dealt with before the new system goes on. It is the one point in the life of a New York wall when that work is straightforward.
It is the most common way this job goes wrong, and it goes wrong quietly. A system gets chosen from a brochure or from what was there before, priced, scheduled, and then the wall is stripped and turns out to be something that system does not suit. Either the plan changes halfway through or the wrong system goes on anyway. A stucco replacement quote that commits to a system before anybody has seen the substrate is a quote written around the wrong question. Propose one at the start by all means, and confirm it once the wall is bare.

It depends on wall area, access, disposal, and whether testing finds anything that needs special handling. On a New York building access is often the largest part. The replacement is best priced as a proposal at the start and confirmed once the wall is bare and the substrate can be seen.
