California stucco in Manhattan, also called one coat stucco. It is cement based with no foam in it, which matters here because the assembly rules that restrict insulated cladding on tall buildings do not reach a non-combustible system.
Most Manhattan buildings sit above the height at which an exterior wall assembly containing foam plastic has to be a tested and approved system. That is what rules out insulated cladding on the majority of the island. One coat stucco is Portland cement on lath with no foam anywhere in it, so that restriction does not apply to it at all.
As a California stucco contractor in Manhattan, that is the question we are asked most. Somebody has been told their building is too tall for insulated cladding and wants to know what is left. One coat is one of the answers, provided you understand what it does and does not do. It gives you a durable cement finish at half the weight of three coat. It gives you no insulation whatsoever.
Four things follow from a cement system with no foam in it.
The requirement that stops insulated cladding on Manhattan buildings past roughly forty feet applies to exterior wall assemblies containing foam plastic. One coat stucco contains none, so height is not the obstacle it is for EIFS.
The cement and sand in a one coat mix do not burn. The fiberglass reinforcement is distributed through it rather than forming a continuous combustible layer, which is the distinction that matters on a tall building.
A three coat system builds to roughly seven eighths of an inch. One coat lands nearer half that. On a rooftop bulkhead or a setback wall in Manhattan, dead load is a live question and half the material is a real difference.
This is the trade. If insulated cladding was ruled out on your Manhattan building because of height, one coat solves that problem and not the energy one. Those need separate answers.
There is usually nowhere at street level to stage material on a Manhattan block. Mixing happens on the roof, on a setback, or inside the building, and that gets settled before anything is priced.
In Manhattan material goes up by hoist, through the building, or gets mixed at the working level. Each option carries a different cost and a different agreement to reach with the building.
This is where one coat pays for itself in Manhattan. Three separate applications mean three cycles of getting material to the wall. A single pass means one, and on a difficult access job that saving exceeds the material difference.
A lot of Manhattan owners arrive at one coat stucco after being told an insulated system will not work on their building. It is worth being clear about what changes and what does not. One coat removes the height obstacle, because there is no foam in the assembly. It does not remove the reason you were considering insulation in the first place. If the goal was heating cost, the answer is a non-combustible insulation behind a suitable cladding and it costs more. If the goal was a durable finish on a wall that already performs, one coat is a sound and considerably cheaper choice.

It replaces the finish, not the insulation. Roughly half, since it goes on at about half the thickness. On a tall Manhattan elevation that difference shows up in hoisting and rig loading rather than in material cost, which is usually the smaller number on a job like this.
On surfaces where a durable cement finish is what is wanted and insulation is not. Secondary elevations, bulkhead and penthouse structures, and walls behind the street facade. On a designated front elevation it will not be approved, and on anything being matched to existing work three coat is normally specified instead.
