For most exterior work, yes. Structural repairs, facade work, parapet work and fire escape alterations all require filing with the Department of Buildings, and filings must come from a licensed party. An unlicensed contractor cannot pull permits, which means the work becomes a violation attached to your building rather than to them.
It depends on scope. Structural repairs, facade work, parapet rebuilding and fire escape alterations generally require DOB permits. Sidewalk sheds and scaffolding require their own filings. Landmarked buildings and properties in historic districts need Landmarks Preservation Commission approval before the DOB will act. Routine maintenance such as painting usually does not require filing.
Access. On most NYC buildings there is no space to park a lift and a public sidewalk sits directly under the work, so sidewalk sheds or scaffolding are required and rented monthly for the length of the project. On multi-story buildings that is often the largest line item. Labor rates, insurance requirements and permit costs add to it, but access is the main driver.
Yes, and on pre-war masonry it matters more than almost anything else. Older New York buildings used soft brick and lime-based mortar designed to let moisture escape through the joints. Repointing with modern Portland cement creates joints harder than the brick, so moisture exits through the brick face instead and the face spalls. We match mortar type, strength and color to the original.
Roughly April through November. Mortar needs temperatures above about 40 degrees Fahrenheit to cure properly, so winter work requires heated enclosures and costs more. Inspection, filing and permitting can all happen over the winter, so booking then usually means better scheduling than calling in spring.
