They are a different problem from a building elevation. A house wall has weather on one side and a room on the other. A retaining wall has weather on one side and wet soil on the other, pushing outward the whole time. Any coating on it has to let that moisture leave, and a dense single application makes that harder rather than easier.
Four wall types, and each one fails differently.
Soil and groundwater sit behind them permanently. A coating here has to breathe outward, so it needs drainage behind the wall and a cap on top before anything goes on the face. Coat it without those and it lifts off in sheets.
These take weather on both faces and on top, which is more exposure than any wall on the house. They also move more, because there is nothing tying them into a structure. Movement joints matter more here than mix does.
The walls either side of a run of Yonkers steps take road salt, splash and foot traffic against them all winter. That is an abrasion and salt problem rather than a weather one, and it is why coatings fail first at the bottom.
They are separate structures with separate problems, so we quote them as separate lines. A single figure covering house and site walls together hides which one is actually driving the cost.
Drainage is the whole question on a Yonkers retaining wall. If there is no weep, no gravel backing and no way for water to leave, nothing applied to the face will hold, and we will say so before quoting rather than after the coating lifts.
